

Bapco Modernization Project: Transforming Bahrain’s Energy Sector

The Bapco Modernization Project (BMP) officially came online on December 18, 2024, marking a new chapter in Bahrain’s energy journey. As the country’s largest-ever investment at $7 billion, BMP significantly enhances Bahrain’s ability to monetize oil and gas resources efficiently while integrating advanced environmental technologies to reduce emissions and drive sustainability.
The refinery was inaugurated by His Majesty King Hamad of Bahrain, alongside His Royal Highness Prince Salman bin Hamad Al Khalifa, aligning with Bahrain’s 53rd National Day and the Silver Jubilee of His Majesty’s reign. This landmark event highlights the project’s national significance and its role in strengthening Bahrain’s global energy standing.
With a 42 percent increase in crude processing capacity, BMP now refines 400,000 barrels per day, a major leap forward. The refinery will convert 78 percent of lower-grade feedstock into high-value distillates like jet fuel, diesel, and kerosene, enhancing both profitability and efficiency. Eighty-five percent of the refinery’s output will be exported, contributing significantly to Bahrain’s economic growth, increasing government revenues, and ensuring a high-quality fuel supply for the domestic market.
A key aspect of BMP is its commitment to environmental responsibility. The refinery employs cutting-edge technology to recover 99.9 percent of hydrogen sulfide from refining processes, reduce sulfur dioxide emissions by 50 percent, cut nitrogen oxide emissions by 5 percent, and decrease treated wastewater discharge by 9 percent. Additionally, sulfur production will rise to 1,100 metric tonnes per day, supporting cleaner fuel production.
Beyond infrastructure, BMP fosters local talent development. Over 500 Bahraini engineers have already been hired, with plans to achieve a 90 percent Bahraini workforce over the next five years. The initiative also supports indirect employment, with each refinery job creating ten additional jobs in maintenance and services.
BMP is a critical component of Bahrain’s Vision 2030, aimed at diversifying energy sources. Bapco Energies, the state-owned integrated energy company, is actively exploring solar, wind, and potential nuclear energy projects to reduce reliance on gas. Ongoing efforts include a large-scale solar energy project with Gulf partners, a two-gigawatt offshore wind energy project in collaboration with the UAE’s Masdar, and maximizing onshore oil and gas production at the Bahrain Field. Meanwhile, Bahrain’s crude oil imports from Saudi Arabia will increase from 220,000 barrels per day to over 320,000 barrels per day to meet the new refinery’s demands.
By combining economic growth, environmental responsibility, and energy diversification, the Bapco Modernization Project positions Bahrain as a regional leader in sustainable refining. As BMP reaches full production in 2024, it will not only fuel Bahrain’s economy but also set new benchmarks for efficiency, sustainability, and innovation in the global energy landscape.
